Cebu City Budget Travel Guide 💸 Staying at the New Era Pension Inn

Are we really starting our Philippine adventure in a place where the chickens have more navigational rights than the motorbikes? Apparently, yes.

We decided to bypass Manila entirely, opting for an immediate domestic flight to Cebu City, where we’d spend just one night before making our way to the coastal charms of Moalboal on the West coast of Cebu island.

If you are hunting for an authentic, no-frills entry into the Philippines, Cebu City offers a baptism by fire—or more accurately, a baptism by exhaust fumes and narrow, congested side streets.

Navigating Cebu ✈️ From Airport to Urban Jungle

We touched down at Mactan-Cebu International Airport with the grace of two people who had spent forty-eight hours vibrating in economy-class seats. We exited the terminal, ignored the clamor of the transport touts, and walked up the ramp to join the queue for a white taxi.

Why white? Because we prefer the metered experience over the “let me guess a number based on how much you look like a tourist” price model. We climbed into a battered sedan, watched the driver reluctantly flip the meter, and prepared for the transit equivalent of a slow-motion car crash.

Cebu traffic is a spectacle of endurance. We sat in gridlock for fifty minutes as our driver expertly nudged the bumper into gaps that did not exist. The yellow taxis charge 350 pesos, but our driver ran his meter and charged us 280 pesos (58 pesos to the euro).

We finally arrived at the Ayala Center, our sanctuary of air-conditioned relief. The Ayala Shopping Mall doesn’t actually open until 10 am, but luckily one breakfast place – ArmyNavy – was already open. We whiled away some time munching burritos and quesadillas, with beer and tea (560 pesos).

ATMs and Sim Cards in Cebu

Our next priority was to find a suitable cash machine. When we arrived in Manila, we had no option but to get a small amount of cash from a Philippine bank ATM. The problem with that is you pay 250 pesos bank charges on any transaction, and the maximum you can take is 10,000 pesos.

We were therefore looking for a HSBC ATM, where there are no bank charges, and you can take 40,000 pesos. We found one opposite the Marriott hotel just outside the Ayala Mall.

We then went back in the Mall and bought a prepaid SIM card for 50 pesos.

The New Era Pension Inn: What You Need to Know

We chose the New Era Pension Inn for one reason: they had a reputation for early check-in (from 09.00 am). Or so we thought.

Everywhere else had check-in from 2 pm, with a substantial surcharge for early check-in. This place was also reasonably priced at €32, including breakfast.

Although close to the business center, our hotel was located in a poor Filipino street area, with chickens and children dodging between the cars on the narrow congested streets.

Upon arrival, we discovered that the “early check-in” dream was a bit more flexible in practice than it was on the website. Our hostess told us that check-in was normally from 2 pm!

I politely pointed out that her online booking form suggested otherwise.

The situation was quickly resolved in our favour, but it’s just as well we didn’t turn up at 7 am, straight from the airport: After 2 days travelling, we were desperate for a shower and a change of clothes.

Don’t get there too early!

The New Era Pension Inn is surprisingly modern. Small rooms, but clean and comfortable.

The next morning, there was no sign of breakfast. Instead, we were given 2 meal vouchers and told we could use them at a small eatery at the end of the road. After we’d found the place, we were able to cash in the vouchers for a very basic breakfast of toast, eggs and coffee.

Cebu city: Rooftops backed by the mountains

Is the hotel still worth it in 2026?

  • The Vibe: It’s a 2.5-star budget property, now managed under the RedDoorz umbrella. Don’t expect luxury; expect a place to sleep that keeps you within walking distance of the main business hubs.
  • The Location: It’s located in the Mabolo area. You are roughly a 10-15 minute walk from the Ayala Center and SM City Cebu.
  • The Reality: We found the rooms small but functional. Some guests have noted that the maintenance can be a bit hit-or-miss—think older facilities and occasional issues with water pressure or room connectivity.

We suggest viewing this as a crash pad. If you want pristine resort conditions, you might want to look elsewhere, but if you want to be near the action without breaking the bank, it serves its purpose.

Onwards to Moalboal 🚌 The South Bus Terminal

After a night of acclimating to the local soundtrack of barking dogs and early morning roosters, we made our way to the Cebu South Bus Terminal.

  • Getting There: From the Ayala Center area, we recommend grabbing a taxi or a Grab car. It’s stress-free and saves you from dragging luggage through the jeepney crowds.
  • The Terminal: It is located on N. Bacalso Avenue. It’s the primary hub for anyone heading to the southern coast, including the sardine runs of Moalboal and the waterfalls of Badian.

Pro Tip: Arrive early. The buses for popular spots like Moalboal fill up fast, and the terminal is a hive of activity 24/7.

💡 Quick Tips for Your Cebu Stay

  • Cash is King: While some places take cards, you will need pesos for the buses, local eateries, and smaller shops. Find an ATM near the major malls to avoid the heavy transaction fees we encountered at smaller bank machines.
  • SIM Cards: Pick up a local prepaid SIM card at the mall immediately upon arrival. It makes navigating via ride-sharing apps significantly easier.
  • Manage Expectations: Cebu City is a transit point for most travelers. We spent one day here to settle in before the real island hopping began. Use the time to organize your gear and grab a decent meal before the bus ride south.

Are we glad we stopped in Cebu City?

We think so. It provided the perfect gritty contrast to the serene beaches and snorkeling waiting for us in Moalboal. Sometimes, the best part of a trip is the initial chaos that makes the quiet moments later feel even more earned.
