Every leg of the journey delivers its own distinct local flavor.
Having just wrapped up three quiet nights at a small coastal spot near Moalboal, we set our sights on the tranquil shores of Pangangan Island in Bohol. Getting there meant stitching together a multi-leg journey: an early morning bus down the Cebu coastline, a taxi sprint through city traffic, a sea crossing to Tubigon, and a final cross-island sprint in a local trike.
Our journey began at 8:00 AM on the dusty roadside of Moalboal. We stood waiting for one of the bright yellow air-conditioned Ceres Liner buses rolling north toward Cebu City.

The yellow air-con coaches run far more efficiently than the standard red non-air-con alternatives. They make fewer stops, keep the interior cool, and save you from breathing road dust for three hours.
- Bus Option: Yellow Ceres Air-Con Bus (Moalboal to Cebu South Bus Terminal)
- Current Fare (2026): ₱300 per person
- Travel Time: ~3 hours (depending on morning traffic entering Cebu City)
- Impromptu Potty Stops: One brief stop in a rural field halfway through. Note: Male passengers appreciated this open-air field stop; The ladies onboard wisely elected to wait for the city terminal.
Upon arrival at the Cebu South Bus Terminal, we flagged down a metered taxi to transfer across town to Pier 1.
The short taxi ride cost us ₱110. If you prefer a seamless private transfer direct from Moalboal straight to Pier 1, local drivers currently quote around ₱1,800 – ₱2,200.
Taking the public bus and switching to a city taxi saved us over 70% of that cost without adding much complexity.
Cebu Pier 1 Ferry Options ⛴️ Selecting Your Route
All passenger ferries bound for Bohol depart from Cebu Pier 1, located along the downtown waterfront.

Buying tickets at Pier 1 is relatively straightforward, though ticket booths sit outside the main security perimeter.
To ensure a smooth transition from city taxi to ferry seat, follow this standard sequence:
- Purchase Tickets at External Booths: Walk to the dedicated ticketing windows on the left side of the terminal approach (StarCraft and OceanJet maintain separate counters). The Starcraft ticket office is a bit grotty, and the departure times seem to be ‘flexible’ but they do run a regular service.
- Pay the Port Terminal Fee: Step into the main hall and pay the mandatory ₱25 terminal fee per passenger at the official counter. Keep your receipt tucked into your ticket slip.
- Pass Security Screening: Security personnel scan all luggage through X-ray machines. Ensure you keep valid identification handy.
- Check Heavy Luggage: Standard carry-on bags under 10kg stay with you for free. Large suitcases over 130cm combined dimensions require check-in, attracting a small fee of ₱100 – ₱150 per bag.
- Boarding Shuttle: Once your gate opens, terminal shuttle buses convey passengers directly to the ship’s gangway.
Inside the departure lounge, you’ll find clean restroom facilities, basic coffee stalls, and even a blind massage service area if your bus ride left you with back tension.
Onboard Experience 🌊 What to Expect During the Crossing
We chose the fast sea route over to Tubigon aboard StarCraft, securing Business Class seats for ₱450 each.
The cabin provided cool air conditioning, broad cushioned seats, and overhead television screens screening loud action blockbusters. The crossing across the Cebu Strait proved remarkably smooth, taking just a whisper over 60 minutes.

Arriving in Tubigon 🛺 Onward Travel & Avoiding Overcharges
Arriving at Tubigon Port places you in a bustling local transport hub. Our final destination was the Isla Hayahay Resort on Pangangan Island, roughly 16 kilometers along the coast.
Before departing Cebu, our resort offered a private van pickup from Tubigon for ₱1,000. We declined.
Onboard the ferry, a fellow passenger offered a private car transfer for ₱700. We declined again.

That passenger wouldn’t take NO for an answer
Upon stepping onto the Tubigon pier, we approached a friendly local motorized tricycle driver. After a quick conversation, he agreed to carry both of us—complete with our two large backpacks—directly to the resort doors on Pangangan for just ₱300.

The 35-minute trike journey skimmed along newly paved coastal roads, crossing the causeway connecting Bohol mainland to Pangangan Island.

From our 8:00 AM start in Moalboal to our arrival at the resort, the entire multi-leg journey took seven hours door-to-door.
We would be spending the next 3 days in Pangangan, before heading further down south by bus to Panglao and Loboc.
